December 28, 2010 - Russian Prime Minister Vladimir Putin signed an order Monday calling for the federal government to transition from proprietary technologies software to free alternatives. The biggest change, which is slated to begin in the second quarter of 2012, is the move to Linux-based systems.
The document is called a "transition plan of the federal authorities and federal budgetary institutions on the use of free software, and covers the period from 2011 to 2015
